How It Works

The Maquilaplex™ process is designed to give foreign suppliers a seamless, compliant, and cost-effective way to serve Mexican maquiladoras while retaining total control of their supply chain.

  1. Goods Arrive in the U.S. (Importer of Record)

Navco Logistics, operating under Maquilaplex™, acts as your Importer of Record (IOR).
We receive and clear your shipments through U.S. Customs under a bonded or in-bond entry — deferring duties and taxes until the goods are sold or exported. 

  1. Storage in Bonded or FTZ Facilities

Products are securely stored in a bonded warehouse or Foreign-Trade Zone (FTZ) operated by Navco Logistics in Houston, Brownsville, Los Indios, McAllen, or Laredo.
This allows suppliers to hold inventory in the U.S. duty-free while maintaining full compliance with CBP regulations under 19 CFR and 15 CFR.

  1. Vendor-Managed Inventory (VMI)

Using a VMI model, suppliers can position inventory close to maquiladora customers and replenish stock based on actual consumption.
Navco provides real-time visibility, order tracking, and reporting — ensuring just-in-time deliveries while eliminating unnecessary duty exposure or excess storage costs.

  1. Order Fulfillment

When maquiladoras issue an order:

  • Goods are exported directly from the bonded warehouse to the maquiladora duty-free, or
  • If the goods are sold to a U.S. buyer, duties are paid only at the time of release into U.S. commerce.

This provides total flexibility for suppliers serving both U.S. and Mexican markets from one U.S. hub.
